Valeriy Patskan: According to the Accounting Chamber’s reports, 71 criminal proceedings have been instituted for committing corruption crimes

According to the Accounting Chamber’s reports, during 2018−2019, the law enforcement bodies of Ukraine initiated 71 criminal proceedings for committing corruption crimes. This was stated by the Chairman of the Accounting Chamber of Ukraine Valeriy Patskan in a comment to journalists during the meeting in Abu Dhabi between the supreme audit institutions and anti-corruption bodies in the fight against corruption, in cooperation with the United Nations Office on Drugs and Crime (UNODC). Representatives of the SAIs of 32 countries took part in the meeting, which was held on December 14-15, in the UAE capital.

“The Accounting Chamber, as well as the supreme audit institutions of other countries, actively promotes the fight against corruption within its powers. First, we started this activity with ourselves – we created the Department for Prevention and Detection of Corruption, developed and approved the Anti-Corruption Program, which was approved by the NAPC. In December 2018, a memorandum of cooperation and information exchange was signed with the National Anti-Corruption Bureau. And now we are actively interacting. Thus, today NABU is investigating 13 criminal proceedings initiated on the basis of the Accounting Chamber, 8 of them – on the results of the performance audit of the use of funds of the State Fund for Regional Development”, Valeriy Patskan said.

He noted that the total number of criminal proceedings initiated by the Accounting Chamber in 2018-2019 – 107, 71 of which – for committing corruption crimes. Thus, 45 criminal proceedings are investigated on the facts of misappropriation, waste of property or taking it by abuse of office; on the facts of misuse of budget funds – 5; on the facts of abuse of power or official position – 21.

In addition, the performance audit of the use of subventions from the state budget to local budgets for the provision of state support to persons with special educational needs revealed the fact of misuse of budget funds in the amount of over UAH 1.1 million. The Accounting Chamber reported this to law enforcement bodies. And in June 2019, the court passed a guilty verdict in this case. This is the first conviction in the history of the Accounting Chamber.

Valeriy Patskan also noted, that this year the Accounting Chamber has checked how efficiently the state budget funds, allocated to organizations for leadership and management in the field of prevention of corruption and to finance the statutory activities of political parties, were spent by NAPC, as well as to ensuring the NABU’s activity. The relevant audits will be considered at the Accounting Chamber’s meeting.

 “Corruption slows down the development of the economy and social sphere, reduces the investment attractiveness of Ukraine and prevents our country from carrying out the necessary transformations. Therefore, it is extremely important to unite efforts at all levels to prevent and combat corruption in all its forms. And the exchange of experience between various supreme audit institutions and anti-corruption bodies, the introduction of modern technologies and tools for quality audit will allow to detect signs of fraud, corruption schemes and prevent illegal and inefficient use of budget funds”, Valeriy Patskan said.

During the event, the Chairman of the Accounting Chamber also had a bilateral meeting with the President of the State Audit Institution of the UAE Dr. Harib Al Amimi. They discussed concrete steps to continue cooperation between the institutions in two directions – conduction of IT audits and fight against corruption.

December 14–15, in Abu Dhabi (the United Arab Emirates) the meeting between the supreme audit institutions and anti-corruption bodies in the fight against corruption, in cooperation with the United Nations Office on Drugs and Crime (UNODC), took place. This event preceded the VIII meeting of the Conference of the Parties to the UN Convention against Corruption.

The meeting was chaired by the Supreme Audit Institution of the UAE, which is the central anti-corruption body in the country, monitors the implementation of the above Convention and develops the necessary measures to improve national legislation.
