On 5–6 June 2025, the INTOSAI Capacity Building Committee (CBC) annual meeting was held in London. The CBC unites over 60 Supreme Audit Institutions (SAIs) from around the world, and plays a vital role in shaping strategies for strengthening the institutional capacity, independence, and effectiveness of SAIs. The event was hosted by the UK National Audit Office.
This year the leaders of SAIs country-members of INTOSAI, representatives of international organisations, donor institutions, professional associations, and academia took part in the INTOSAI CBC annual meeting.
The Accounting Chamber of Ukraine was represented by the Chairwoman, Olha Pishchanska, and Acting Secretary, Vasyl Nevidomyi. The Ukrainian delegation took part in the CBC's strategic sessions and contributed to the discussions on priority topics. During the session focused on institutional independence, Mr. Nevidomyi presented progress in improving the legal framework governing the Accounting Chamber. He informed participants about the establishment of a working group under the Verkhovna Rada’s Budget Committee, which includes Members of Parliament, civil society representatives, professional partners, and academia. Through a collaborative, multi-stakeholder effort, a set of balanced legislative amendments was developed and adopted, reinforcing the highest feasible level of independence for the Accounting Chamber under current conditions.
Participants also discussed strategies and tools for promoting and protecting SAI independence, particularly through the tools for model audit legislation, legal expertise, and access to professional legal support. Participants also exchanged views on the value of regular assessments of SAI performance and shared practical experiences in implementing INTOSAI’s measurement tools such as the SAI PMF.
Particular attention was given to the importance of effective human resource management as one of the key drivers of SAI development. A number of case studies were presented on how HR units support the professional growth of auditors. The discussion also covered initiatives aimed at supporting small and vulnerable SAIs, including the experience of PASAI in strengthening the capacity of its members regardless of their geographic location or level of development.
The meeting featured an update on the implementation of Goal 2 of the INTOSAI Strategic Plan, a review of the revised SAI PMF methodology, planning for the 2026–2028 period, and approval of the CBC’s next budget.
It is worth noting that the Accounting Chamber consistently takes part in global discussions and INTOSAI initiatives aimed at institutional capacity development, strengthening independence, and implementing international audit standards in public sector.
The INTOSAI Capacity Building Committee (CBC) is a dedicated body within INTOSAI that supports the development of SAIs' capacity. It currently consists of 60 members and is chaired by the SAI of South Africa. The CBC facilitates coordination and collaboration among SAIs to support the capacity development of each institution.
In addition to its advisory and monitoring role in capacity development, the CBC has also established several subcommittees and task forces to support specific aspects of capacity building, such as the Subcommittee on Cooperative Audits, the Subcommittee on Peer Reviews, and various thematic task forces.
