The Accounting Chamber of Ukraine took part in the meeting of the EUROSAI Working Group on the Audit of Municipalities

Auditors of the Accounting Chamber of Ukraine participated in the IX Annual Meeting of the EUROSAI Working Group on the Audit of Municipalities (WGMA), which took place on 16–17 September in Riga (Republic of Latvia). The event was organised by the State Audit Office of the Republic of Latvia.

Since 1 January 2025, the Accounting Chamber has been granted new mandates on auditing local budgets; therefore, external financial control over municipalities is a key area of focus for the institution. Participation in WGMA provides additional opportunities to adopt the best European practices and implement them to the Ukrainian context.

The meeting brought together more than 50 representatives of Supreme Audit Institutions (SAIs) from 22 European countries. The Accounting Chamber was represented by Nataliia Savulii, Deputy Director of the Department for Control (Audit) in the Field of Interbudgetary Relations, Local Budgets and Regional Development, and Liudmyla Yavorska, Head of the Regional Development Control Office of the same Department.

This year’s traditional seminar was dedicated to the theme “The Role and Impact of Supreme Audit Institutions on the Implementation and Development of Regional Policy.” Participants discussed how external financial control can contribute to improving the efficiency of municipal management and the development of local self-government. Special attention was given to practical exchanges of experience in auditing local government bodies.

In his opening remarks, Oskars Erdmanis, Member of the Council of the State Audit Office of the Republic of Latvia and Chair of the Working Group, emphasised that international cooperation within the EUROSAI WGMA is an important factor in the professional development of auditors and in enhancing the quality of audit results in the field of municipal governance.

Participants also reviewed the implementation of the current work plan and agreed on new activities, including identifying the most relevant topics for joint audits.

The EUROSAI Working Group on the Audit of Municipalities (WGMA) serves as a platform for cooperation among European Supreme Audit Institutions responsible for auditing local self-government.

Its activities promote the exchange of best practices and useful experiences to ensure audit effectiveness that contributes to improved public financial management, as well as to strengthening external audit systems for municipalities and conducting joint international audits. Since 2024, the Working Group has been chaired by the State Audit Office of the Republic of Latvia.
