The Accounting Chamber of Ukraine and SIGMA discussed the results of the audit of the civil service renumeration reform

On 5 November, Kyrylo Klymenko, Member of the Accounting Chamber of Ukraine, and Martins Krivins, Senior Advisor to the Support for Improvement in Governance and Management (SIGMA) Programme, discussed the results of the audit of the implementation of the civil service renumeration reform, as well as options for further analytical support.

It should be noted that the SIGMA Principles of Public Administration served as a benchmark for the civil service renumeration reform analysed by the Accounting Chamber of Ukraine as part of its audit. These principles are based on best practices in EU Member States and serve as a basis for assessing public administration performance among EU candidate countries. The Programme therefore monitors the progress of this reform.

In addition, SIGMA’s analytical materials on international experience in public administration reform and the state of reform in Ukraine were used during the audit.

During the meeting, Kyrylo Klymenko presented the audit findings and conclusions.

"We support SIGMA's efforts to support the public administration reform in Ukraine. Regarding the audit of the civil service remuneration reform of the system, we concluded that this reform has formally achieved results, in particular, salaries have increased and a system forf classifying civil service positions has been implemented. However, there is still much to be done, particularly in terms of ensuring equal pay and comparingremuneration with the private sector. We would be pleased to share with you the findings of both current and future audits in this area", - said Kyrylo Klymenko.

Martins Krivins gave a positive assessment of the work of the Accounting Chamber of Ukraine, including the aforementioned audit, and emphasised that partners are committed to ensuring the high-quality implementation of public administration reforms.

In addition, the parties discussed cooperation with SIGMA within the framework of the ongoing audit «Public administration reform: the state of the Government's response to the assessment of compliance with the Principles of Public Administration».

The Support for Improvement in Governance and Management (SIGMA) Programme was launched and is implemented by the OECD and the European Union to assist new EU Member States and countries covered by the European Neighbourhood Policy in planning and implementing reforms, particularly in the areas of public administration, financial management, external audit and public procurement.
