The developments of the Accounting Chamber of Ukraine were included in the INTOSAI global audit on adaptation to climate change

The INTOSAI Development Initiative (IDI) and the INTOSAI Working Group on Environmental Auditing (WGEA) have published the results of a joint global audit of climate change adaptation measures entitled «Global Climate Adaptation Audits for a Resilient Future: Lessons and Recommendations from Supreme Audit Institutions».

The publication includes the findings of the Accounting Chamber of Ukraine, obtained during the national audit «Disaster Risk Reduction – Measures to Adapt to Climate Change».

Fifty-four Supreme Audit Institutions from all over the world, including nine EUROSAI members, took part in the global audit. The publication presents key conclusions from national audits showing how countries are responding to climate risks and the role of Supreme Audit Institutions play in ensuring the effectiveness and accountability of climate policy.

The Accounting Chamber of Ukraine identified critical gaps in the financing of climate change adaptation measures: insufficient and fragmented resources hinder the full implementation of the Environmental Security and Climate Change Adaptation Strategy until 2030.

At the same time, the audit highlighted that the absence of a unified climate risk assessment system limits the ability to effectively target existing resources to the most vulnerable areas. The authors of the joint report also noted that russia’s full-scale aggression has led to the reallocation of state resources to immediate needs, resulting in insufficient support for adaptation measures.

«Participating in this joint audit enabled us not only to assess national progress but also to strengthen the professional expertise and institutional capacity of our audit team. Such initiatives enhance accountability in the field of climate change adaptation,” said Lilia Prudivus, Head of the Audit Team.
