Joint Audits and Exchange of Experience: The Accounting Chamber of Ukraine signed a Cooperation Plan with the Court of Accounts of the Republic of Moldova

Joint audits and the exchange of experience will be at the center of further cooperation between the Supreme Audit Institutions of Ukraine and Moldova. On 27 February 2026, the «Cooperation Plan for 2026–2028 between the Accounting Chamber of Ukraine and the Court of Accounts of the Republic of Moldova» was signed. The document was adopted to implement the provisions of the Cooperation Agreement between the SAIs of Ukraine and the Republic of Moldova of 20 August 2021, which defines the key areas of bilateral cooperation in the long term.

In particular, in 2026 it is planned to conduct an audit on the topic «Flood Management – Assessment of Hydrometeorological Data Usage for Disaster Preparedness». The audit will be carried out within the framework of the activities of the EUROSAI Working Group on the Audit of Funds Allocated to Disasters and Catastrophes, chaired by the Accounting Chamber of Ukraine. Other interested SAIs have also joined the audit.

Regarding the exchange of experience and best audit practices, a series of specialized trainings, training courses, seminars, working meetings, and internships are planned for 2026–2028, including on the following topics:

- auditing of local budgets;

- implementation of best practices and new approaches in public auditing;

- ensuring audit quality and measuring its effectiveness;

- monitoring the implementation of recommendations and assessing their impact;

- identification of risks during the preparation of audit programs (plans).

The signing of the Cooperation Plan confirms the parties’ shared interest in deepening professional partnership, strengthening institutional capacity, and enhancing the effectiveness of public external financial control (audit) in Ukraine and the Republic of Moldova.
