Strengthening cooperation among European SAIs: The Accounting Chamber of Ukraine participated in the EUROSAI High-Level Conference on Inclusiveness

Improving cooperation between EUROSAI members and strategic approaches to joint work among all Supreme Audit Institutions within the organisation were discussed at the High-Level EUROSAI Conference on Inclusiveness, held in Prague on 10–11 March.

The aim of the Conference was to facilitate a meaningful exchange of views on the joint work of SAIs within EUROSAI, to exchange experience, and to develop effective solutions and new initiatives aimed at improving organisational capacity and further developing more inclusive and partnership-based cooperation between SAIs. The event also featured the presentation of the results of a study on EUROSAI’s inclusive nature – the openness of this organisation’s opportunities to all members on an equal footing. The relevant survey was initiated by the SAO of the Czech Republic, and EUROSAI member SAIs completed it in spring 2025.

 

The event, organised by the SAO of the Czech Republic in conjunction with the SAI of Israel, was attended by representatives from 33 SAIs across Europe. The Accounting Chamber of Ukraine was represented by Olena Laryonova, Head of the Infrastructure Control Office of the Department of Control (Audit) in the Fields of Energy, Environmental Management, and Infrastructure, and Inna Slobodyan, Adviser to the Chairwoman of the Accounting Chamber of Ukraine on International Cooperation.

During one of the thematic panels, State Auditor Olena Larionova of the Accounting Chamber of Ukraine presented her own experience of a secondment at the SAI of Austria, which took place in 2024 with the support of the EUROSAI Project Group on “EUROSAI support to the Accounting Chamber of Ukraine”.

In particular, she noted that during the secondment she had the opportunity to familiarise herself with the working principles of the SAI of Austria, approaches to the application of international standards, the functioning of the institution’s structural units, and the planning and conducting of audits. The acquired experience enabled her to formulate proposals for improving the regulation of processes within the Accounting Chamber of Ukraine and formed the basis of a separate draft law on additional guarantees of the institution’s financial independence (Law of Ukraine ‘On Amendments to the Budget Code of Ukraine Regarding the Updating and Improvement of Certain Provisions’ of 16 January 2025 No. 4225-IX).

As Olena Larionova noted, participation in this high-level event enables the Accounting Chamber of Ukraine to synchronise and harmonise its operational priorities with the activities of EUROSAI, to be as closely involved as possible in the development of best audit practices within the EU, and to share Ukraine’s unique experience of conducting external audits. Strengthening cooperation with the organisation and expanding the participation of the specialists of the Accounting Chamber of Ukraine in its projects also helps to enhance the institution’s human resource capacity.

Other topics for discussion included: trends and topics for external audit in the coming years; opportunities to strengthen the capacity-building of EUROSAI member SAIs; challenges in the areas of communication and change management; the integration of the latest technologies into the audit work; increasing the involvement of SAIs in the organisation’s activities; and secondments for SAIs' specialists within the organisation, among others.

For reference. EUROSAI brings together 51 Supreme Audit Institutions (50 European SAIs and the European Court of Auditors). The Accounting Chamber of Ukraine has been a full member of EUROSAI since 1999 and is responsible for fulfilling the obligations arising from its membership of this organisation.
