The Chairwoman of the Accounting Chamber of Ukraine, Olha Pishchanska, presented the institution’s approaches to auditing public funds and strengthening the resilience of public governance at a high-level international event hosted by the Romanian Court of Accounts.

The event, dedicated to the role of Supreme Audit Institutions in enhancing European resilience and good governance in the context of ongoing geopolitical transformations, took place on 30 March in Bucharest. The Accounting Chamber of Ukraine participated in the conference online.
The event brought together the President of the European Court of Auditors, Tony Murphy; the President of the Romanian Court of Accounts, Mirela Călugăreanu; the President of the Court of Accounts of the Republic of Moldova, Tatiana Șevciuc; as well as Members of the European Court of Auditors and members of the Plenum of the Supreme Audit Institution of Romania.

During her address, Olha Pishchanska outlined the impact of the full-scale war on the management of public funds, the role of European integration in reforming the Accounting Chamber of Ukraine, and the results of the institutional changes implemented.
“Our country is working to adapt its public governance system to the challenges of war while at the same time fulfilling its European integration commitments. In such circumstances, external audit provides an independent and objective assessment of the management of public funds and strengthens the soundness of public decision-making. Every flawed management decision may result in irretrievably lost resources and result in an additional debt burden,” the Chairwoman of the Accounting Chamber of Ukraine noted.
Olha Pishchanska emphasized that in 2025 the Accounting Chamber of Ukraine transitioned to risk-based audit planning, integrated a quality management system into all key processes, and expanded the scope of financial audits.

These changes have already had an impact on public governance outcomes. In particular, audit results have served as a basis for revising approaches to public debt management, strengthening procedures in the area of defence procurement and the use of funds in wartime conditions, as well as developing a more systematic approach to the implementation of recovery programmes, the Chairwoman of the Accounting Chamber of Ukraine stressed.
In response, the President of the Supreme Audit Institution of Romania congratulated the Chairwoman of the Accounting Chamber of Ukraine and expressed support for the institution’s further activities. She also reaffirmed her readiness to continue cooperation on issues of mutual interest, in particular in the area of developing public audit of local budgets.

Participants also presented the approaches of their Supreme Audit Institutions to advancing audit practices in the context of geopolitical change.
In particular, representatives of the European Court of Auditors focused on the upcoming EU multiannual budget and the new Multiannual Financial Framework. The Romanian SAI emphasized the importance of strengthening performance auditing in the public sector, as well as implementing public policies with due regard to the balance between expenditures and revenues and their alignment with the public interest. The representatives of Moldova presented the reforms carried out in the context of European integration and outlined further steps to improve institutional processes.
The discussion also covered approaches to audit planning and the importance of ensuring the independence of Supreme Audit Institutions in the face of geopolitical challenges.
