Yelyzaveta Pushko-Tsybuliak was born on 02 October 1965.
Education:
1988 − graduated from Chernivtsi State University with a degree in Finance and Credit.
1999 − graduated with a Master's degree in Public Administration from the Ukrainian Academy for Public Administration under the President of Ukraine.
2015 − PhD in Public Administration, defending her dissertation on "State Control at the Regional Level" in the speciality "Mechanisms of Public Administration".
2008 − became a member of the International Institute of Professional Financial Management (IPFM).
2018 − received a certificate of corporate director and corporate secretary from the Ukrainian Institute of Corporate Governance.
Work experience:
1983−1998 − held senior positions in the financial authorities of Chernivtsi region.
1998−2001 − Head of the Department for Control in the Services Sector of the Main Control and Revision Office of Ukraine.
2001−2005 − held senior positions in the Department of Control over the Use of State Budget Funds in the Regions of the Accounting Chamber.
2006−2009 − Head of the Main Financial Department of the Chernivtsi Regional State Administration.
2009−2010 − Deputy Head of the Chernivtsi Oblast State Administration, Head of the Kitsman District State Administration of the Chernivtsi Oblast.
2011−2014 − Head of the State Consumer Rights Protection Inspectorate in Sevastopol, Head of the Internal Audit Department of the Yalta City Council.
2015 − Deputy Director of the Department of Financial and Credit Policy of the Ministry of Agrarian Policy and Food of Ukraine, Chairwoman of the Audit Committees of 2 JSCs of the agro-industrial complex (from 2015 to 2020).
2015−2016 − First Deputy Head of the Luhansk Regional State Administration.
2017 − Director of the Corporate Governance Department of the Public Joint Stock Company "Ukrainian Railways", member of the Supervisory Boards of 4 PJSCs of "Ukrainian railways".
2018−2019 − forensic expert on economic issues.
2020−2024 − Advisor to the Director of the State Bureau of Investigation, Head of the Financial and Accounting Department of the State Bureau of Investigation.
On 21 December 2023, the Verkhovna Rada of Ukraine appointed Yelyzaveta Pushko-Tsybuliak as the Member of the Accounting Chamber (Decree of the Verkhovna Rada of Ukraine No. 3529-IX dated 21.12.2023).
Teaching experience:
Associate Professor of the Department of Law at Bukovyna University (2014−2015) and the Department of Finance at Chernivtsi National University, Lecturer at the Chernivtsi Institute of Trade and Economics of State University of Trade and Economics and Bukovyna State Financial Academy (2006−2010).
Publications:
36 scientific articles on finance, control, and expertise. 2 monographs, 3 scientific and methodological manuals.
Honours and awards
2008 − Order of Princess Olha, III degree;
2020 − acknowledgement from the Prime Minister of Ukraine.
