In 2025, the Accounting Chamber will focus on spheres of defence, justice and social protection, public administration and recovery

Conducting defence procurement audits, including logistics support for the Armed Forces of Ukraine and procurement of unmanned aerial vehicles, use of funds for the construction of fortifications and other defence facilities, special purpose financial statement audits, including those for projects funded by the World Bank, assessment of education of Ukrainian children abroad, humanitarian demining and agricultural land restoration audits, audits of courts, the National Police and other law enforcement bodies - in total, 57 control measures are envisaged in the Accounting Chamber's Work Plan for 2025.
This document has been developed in accordance with the new requirements of the Law of Ukraine ‘On Amendments to the Law of Ukraine “On the Accounting Chamber” and some other legislative acts of Ukraine’ and, unlike the previous work plans, covers all the main tasks of the institution: both audit and other activities.
Among these measures, the largest number of audits are compliance audits, which include 22 audits, the main purpose of which is to check the legality and appropriateness of the use of budget funds. 18 financial audits involve the assessment of financial statements of such institutions as the Security Service of Ukraine, the Supreme Court, and the National Police, while 5 performance audits are aimed at assessing the management decisions of the authorities.
An important innovation of the Plan is that it contains full information about each task - the name, the basis for its implementation, as well as the planned deadline for its implementation (and for state external financial control (audit) measures - the period during which the control measure will be carried out), and the persons responsible for the implementation of the tasks.
The Plan also covers internal measures, in particular, those aimed at improving the quality of the Accounting Chamber's work, strategic and annual planning of the Accounting Chamber's activities, organisational and analytical work.
The Chairwoman of the Accounting Chamber Olha Pishchanska noted: ‘We have adopted a work plan that, among other things, reflects our new approaches to public financial control. This year, we will focus on the analysis of sectors of strategic importance for the country during the war and subsequent reconstruction... This plan is a response to the public demand for the openness of the Accounting Chamber and its ability to respond to the challenges.’
