Effective human resource development: results of Component 5 of the EU4PFM Project

Expert practical support in conducting audits contributes to the improvement of auditors' skills and helps the Accounting Chamber perform its functions effectively in the conditions of limited resources.

This was emphasised by the Chairwoman of the Accounting Chamber Olha Pishchanska on 12 May, reporting on the results of Component 5, “External Audit and Parliamentary Oversight” of the EU4PFM Project over the past six months.

The first meeting of the Component Steering Committee was attended by Henrik Huitfeldt, Head of Public Financing, Business Support and Social Policy at the EU Delegation to Ukraine, Inguna Sudraba, Team Leader of Component 5 of the EU4PFM Project, other experts from the Project and the EU Delegation to Ukraine, and experts from the Accounting Chamber.

Olga Pishchanska thanked the Project for supporting the Accounting Chamber in many areas.

«The project provided us with significant support in terms of staff assessment in the process of transferring our specialists to the positions of state auditors. Together with the experts, we have developed a new approach to staff development that will be used in the future. Each of our auditors will continue to have a personal development system and will be able to assess their own level and improve themselves. Thanks to our joint work with the Project, we see changes in the auditors’ perception of the Accounting Chamber reform and their role in the audit in general», - Olha Pishchanska noted.

The Chairwoman of the Accounting Chamber also presented the latest achievements in cooperation with the Verkhovna Rada of Ukraine and other donors of the institution.

In turn, Inguna Sudraba informed about the Component's plans for the next period of work, including continued expert support in conducting audits, methodological assistance, support in developing an updated HR policy, and strengthening cooperation with the Parliament.

Henrik Huitfeldt emphasised the importance of the reform of the Accounting Chamber and further implementation of all provisions of the updated legislation, and noted that they are ready to support the Accounting Chamber in its further reform.

The parties also discussed the vision of further development of cooperation between the Accounting Chamber and the Verkhovna Rada of Ukraine, challenges in the implementation of certain updated powers of the institution, in particular in the audit of local budgets and extra-budgetary funds, etc.

Following the meeting, the Steering Committee members approved the progress report on the implementation of EU4PFM Component 5 for the period from October 2024 to March 2025.

For reference. The project «Extension of the Public Financial Management Support Programme for Ukraine» (EU4PFM) has five components and runs until 31 December 2025. Component 5, “External Audit and Parliamentary Oversight” was launched in October 2024 to support the relevant national institutions in improving accountability by enhancing the capacity of external audit, strengthening the institutional framework for external audit and parliamentary oversight. The project is implemented by the Central Project Management Agency (CPMA) of the Republic of Lithuania.
