A Week of Working Sessions with French Experts Concluded at the Accounting Chamber of Ukraine

From 7 to 10July 2025, the Accounting Chamber hosted a series of working sessions with French state auditors. The mission was held under the international technical assistance project “maIDan Ukraine Technical Assistance Fund” (implemented by Expertise France). The purpose of the visit was to learn the peculiarities of the Accounting Chamber's activities as a Supreme Audit Institution of Ukraine, in particular, its methodologies, approaches to planning and its work organization, as well as interaction with the Verkhovna Rada of Ukraine and stakeholders, and preparations for audits of local budgets. This exchange of experience is useful not only for the Ukrainian side but also for the French partners, in particular, for preparing the terms of reference for the next stages of the project.

The French delegation included Pascal Mounier, International Expert in public financial management, Vincent Sivre and Martin Launay, Presidents of Chambers of  Regional Courtof Audit of France, Virginie Ma-Dupont, Project Manager “Support to the State Audit Service of Ukraine (DASU)” project by Expertise France, Serhii Zakyrenyi, Deputy Project Manager, and Nataliia Yakymchuk, legal expert at Expertise France.

Opening the series of meetings, the Chairwoman of the Accounting Chamber Olha Pishchanska thanked the French partners for their support in institutional development and professional capacity of the SAI of Ukraine, emphasizing the value of such a partnership.

"We are grateful tothe technical assistance project implemented by Expertise France for facilitating cooperation with our colleagues from the French Court of Audit. We believe that this meeting is a step towards closer relations and development of long-term cooperation between the SAIs of our countries. In particular, the Accounting Chamber intends to develop the area of strategic audit and evaluation of public policies,  especially effective in such areas as healthcare, digitalization, and climate. In my view, this opens up broadopportunities for cooperation," Olha Pishchanska emphasized.

During the sessions, the Ukrainian side presented the powers of the Accounting Chamber, its updated organizational structure with functional distinction between audit area, legal expertise and analytics, as well as approaches to audit planning and quality management.

Particular attention was paid to methodology, peculiarities of conducting audit activities, and monitoring the implementation of recommendations. Also, a separate session was presented the system of public financial control in Ukraine to the French partners with a focus on clarifying the respective powers of the Accounting Chamber and other financial control bodies.

The session on the parliamentary oversight covered the cooperation of the Accounting Chamber with the Verkhovna Rada committees, peculiarities of communication with the Parliament, and the review of the Accounting Chamber’s audit reports.

As the close of the sessions, Deputy Chairman of the Accounting Chamber Serhii Kliuchka and Acting Secretary of the Accounting Chamber Vasyl Nevidomyi expressed their gratitude to the French colleagues for the constructive and professional dialogue. Virginie Ma-Dupont, the head of the international technical assistance project of Expertise France, thanked the Ukrainian colleagues for the cooperation and expressed readiness to continue experience exchanging, in particular regarding local budgets audit. The parties agreed to continue cooperation within the framework of the international technical assistance project and on professional internships.
