On 17 September during a meeting representatives of the Accounting Chamber of Ukraine discussed with the delegation from the National Audit Authority for European Funds of France (AnAFe) approaches to auditing programmes of cross-border, transnational and interregional cooperation, as well as audits of the use of European Structural and Investment Funds.
It should be noted that the Structural and Investment Funds are financed jointly by EU Member States and are managed by the European Commission and member-states. These funds aim to support regional development, reduce economic and social disparities between regions, and promote employment, social cohesion, and innovation.

The meeting was attended by Antoine Mathieu, Deputy Head of the Recovery and Resilience Facility Department (AnAFe); Virginie Ma-Dupont, Project Leader of the “Support to the State Audit Service of Ukraine (SASU)” Expertise France project; Serhii Zakurenyi, Deputy Project Leader of the SASU project; and Nataliia Yakymchuk, national legislation expert. From the Accounting Chamber of Ukraine, participants included Vasyl Nevidomyi, Acting Secretary, along with other professionals of the institution.
During the discussion, Vasyl Nevidomyi shared the Accounting Chamber’s experience in auditing European Neighbourhood Instrument cross-border cooperation programmes and Interreg programmes — namely, Interreg NEXT and the Danube Regional Programme. He presented audits of completed projects from the previous programming period and outlined the features of the new programmes.

Auditors participating in the meeting raised several issues encountered while working with these projects, including the incorrect application of exchange rates in salary calculations and expenditure declarations, as well as the temporary suspension of certain projects due to martial law. The role of the Accounting Chamber and theState Audit Service of Ukrainein the management and control system of these programmes was also discussed.
In turn, Antoine Mathieu presented AnAFe’s approaches to auditing the Recovery and Resilience Facility, noting that the auditors place the main emphasis on assessing achieved results and verifying the compliance of management and control systems with EU regulations.

At the end of the meeting, representatives of the Accounting Chamber thanked their French colleagues for sharing their experience and agreed to continue cooperation.
