The Accounting Chamber of Ukraine and the SAI of Sweden: exchange of experience in the field of audits, communications, and human resources management

The Accounting Chamber continues to actively study best international practices and share its own experience with colleagues. On 15–17 September, a delegation of the institution headed by Chairwoman Olha Pishchanska undertook a working visit to the Swedish National Audit Office. The Ukrainian delegation includedmembers of the Accounting Chamber and heads of the relevant departments.

During a meeting with Claudia Gardberg Morner, Deputy Auditor General of the Swedish National Audit Office, Olha Pishchanska talked about how the Accounting Chamber works during the war, the challenges and key considerations in defining audit topics , and told her colleagues that over 50 audits have been conducted in the sphere of defense, cybersecurity, humanitarian support, and recovery since the war started.

“The priority is defense, social and recovery audits, as well as oversightover international aid. This is not only a matter of financial efficiency, but also of public and donor confidence,” Olha Pishchanska emphasized.

During working meetings, Swedish colleagues shared detailed information about their strategic and operational planning methods. A significant part of the visit was devoted to matters of human resources policy and personnel management. At the Swedish National Audit Office, they are based on the principles of trust, competence development, and preservation of institutional memory. Particular emphasis is placed on creating conditions that foster the professional growth of employees.

A separate session of discussions was devoted to communications, both external and internal. Particular attention was paid to planning communication activities, ensuring transparent information exchange within the institution, and establishing effective feedback mechanisms within the team.

Following the visit, Olha Pishchanska, Chairwoman of the Accounting Chamber, highlighted that the exchange of experience with the Swedish National Audit Office is an important step in implementing the reform of the Accounting Chamber and strengthening its institutional capacity.

The working visit was organized with the support of Component 5 “External Audit and Parliamentary Oversight” of the EU4PFM international technical assistance project.
