The approaches to auditing humanitarian demining of agricultural land, as well as the obtained results, were recently discussed by Serhii Kliuchka, Deputy Chairman of the Accounting Chamber of Ukraine, and experts from the Tony Blair Institute for Global Change: Rory Marion, the Institute's mine action program manager, and Darina Hoch, an analyst at the Tony Blair Institute for Global Change. State auditors Liliia Prudyvus and Viktoriia Boichenko, as well as senior lawyer of the project “Strengthening the Capacity of Integrated National Management of Mine Action in Ukraine” Yana Malinovska, also took part in the meeting with the experts.

During the discussion, the parties focused on the pressing challenges faced by Ukrainian farmers and institutions engaged in humanitarian demining. They discussed, among other things, ways to improve coordination of land clearance processes and apply international auditing approaches in this area.
Representatives of the Tony Blair Institute for Global Change noted that they are closely studying Ukraine's experience and share the Accounting Chamber’s approach to demining issues.

Following the meeting, the parties agreed to explore opportunities for further research cooperation, covering not only humanitarian demining but also other shared areas of interest, with a view to enhancing the effectiveness of state policy implementation.

The Accounting Chamber recalls that, as part of its audit of humanitarian demining of agricultural land, the Accounting Chamber identified a number of key problems. These include shortcomings related to the planning of demining activities, the lack of a unified regulatory procedure for the development of such plans, monitoring and reporting on their implementation, as well as poor coordination between the responsible institutions.
Among other things, the auditors recommend optimizing the humanitarian demining management system, in particular by establishing a single coordinating authority. This would be an important step towards accelerating the clearance of explosive hazards from agricultural land.
