Synchronising support: meetings of the EU4PFM project components on external audit and public procurement took place

On 3 February, two reporting meetings were held under the EU4PFM international technical assistance project, to which the Accounting Chamber is a beneficiary: the fifth meeting of the Supervisory Board of Component 2, “Public Procurement,” and the second meeting of the Steering Committee of Component 5, “External Audit and Parliamentary Oversight.”

During the meetings, participants summarised the work of the components for the reporting periods, discussed needs for expert support, and outlined directions for further cooperation.

Component 5. External Audit and Parliamentary Oversight

The Steering Committee meeting of Component 5 was attended by representatives of the EU Delegation to Ukraine, the EU4PFM project team, the Head of the Secretariat of the Verkhovna Rada of Ukraine Committee on Budget, as well as the leadership and experts of the Accounting Chamber.

Chairwoman of the Accounting Chamber Olha Pishchanska noted that Component 5 support throughout the past year was practical in nature and directly integrated into audit practice. Expert assistance covered all stages of the audit cycle and all types of audits conducted by the Accounting Chamber.

In particular, with the Project’s support, audits of consolidated financial statements were launched, and a roadmap was developed for implementing the financial audit of consolidated financial statements of public sector entities. In parallel, internal institutional changes were carried out in quality management, organisational development, and human resource development.

The development of cooperation between the Accounting Chamber and the Verkhovna Rada of Ukraine was also discussed. Participants noted increased interest from Members of Parliament in audit results, more frequent consideration of reports at committee meetings, and more active use of Accounting Chamber materials in parliamentary work.

Component 2. Public Procurement

The Steering Committee meeting of Component 2 was attended by representatives of the EU Delegation to Ukraine, the EU4PFM project team, and experts from institutions involved in shaping and overseeing public procurement policy, including the Ministry of Economy, Environment and Agriculture of Ukraine, the Antimonopoly Committee of Ukraine, the State Audit Service of Ukraine, and the Accounting Chamber.

During the discussion, the Chairwoman of the Accounting Chamber informed participants about the institution’s role in overseeing the public procurement system and recent control measures in which procurement issues were identified as key, including the audit of the procurement of unmanned aerial vehicles and the analysis of the Ministry of Economy’s report in the area of public procurement.

Participants discussed the current state of public procurement reform, systemic challenges, and emphasised the importance of strengthening the capacity of oversight institutions in this area.

Overall, cooperation with the EU4PFM project enables the Accounting Chamber to implement international practices in its activities, particularly in the audit of public procurement, which is important in the context of European integration processes.
