The Accounting Chamber participated in the 65th meeting of the EUROSAI Governing Board

The resilience of public systems amid prolonged crises, civil protection audits, and the role of supreme audit institutions in responding to contemporary security challenges were among the key topics of the 65th meeting of the EUROSAI Governing Board*, held on May 25–26, 2026, in Rome, Italy. Ukraine’s supreme audit institution was represented at the event by Olha Pishchanska, the Chairwoman of the Accounting Chamber of Ukraine, and Yelyzaveta Pushko-Tsybuliak, a member of the Accounting Chamber of Ukraine.

As part of a high-level professional panel discussion on audits related to the protection of the civilian population conducted by EUROSAI member SAIs, Olha Pishchanska presented the results of the audit activities of the Accounting Chamber of Ukraine in this area to her colleagues. In particular, the discussion focused on audit activities related to ensuring the operations of civil protection forces, humanitarian demining, the sustainability of the blood supply system, the safety of educational institutions, and other areas.

“Ukraine’s experience has shown that, in the context of prolonged crises and military threats, the role of external auditing is increasingly linked to assessing the readiness of public systems to withstand prolonged stress, their ability to adapt to new risks, and their capacity to ensure the continuity of critical functions”, – concluded the Chairwoman of the Accounting Chamber of Ukraine, noting that the implementation of the recommendations made in the course of these audits lays the groundwork for a more systematic and coordinated approach to managing the state’s risks.

In addition, during the session, Olha Pishchanska presented the results of the work of the EUROSAI Working Group on the Audit of Funds Allocated to Disasters and Catastrophes (WGAFADC), which is chaired by the Accounting Chamber of Ukraine. Participants were informed about the Group’s key areas of work for 2025–first half of 2026, including the launch of an international coordinated audit titled “Flood Management - Assessment of the Use of Hydrometeorological Data for Disaster Preparedness,” as well as the development of practical tools for the audit community.

During the presentation, special attention was given to the Working Group’s future activities, including the development of a practical compendium of civil protection audits and the completion of guidance materials on assessing the damage caused by armed conflicts and minimizing the consequences of disasters.

During the Governing Board meeting, a ceremony was also held to present the EUROSAI Award for Outstanding Achievements in Auditing. The Accounting Chamber of Ukraine took third place for the results of its audit of the Asset Recovery and Management Agency (ARMA). Yelyzaveta Pushko-Tsybuliak, the member of the Accounting Chamber of Ukraine responsible for conducting this audit, participated in the awards ceremony. She thanked her international colleagues for their high assessment of the audit results.

Olha Pishchanska, for her part, also noted that the international recognition of the audit of ARMA confirms the growing role of the Accounting Chamber of Ukraine in shaping a modern approach to public audit, focused on the timely identification of systemic risks and improving the quality of public administration.

The event also included professional exchanges and working meetings with representatives of the supreme audit institutions of EUROSAI member states regarding the further development of cooperation and the exchange of best practices in the field of public audit.
