The role of supreme audit institutions in ensuring proper monitoring of the use of international financial assistance funds, as well as the current state of public audit reforms in Ukraine were discussed on May 16 during the bilateral working meetings of the Chairwoman of the Accounting Chamber Olha Pishchanska with the Chairman of the International Board of Auditors for NATO (IBAN) Radek Visinger* and the Director General of the European Commission's Directorate-General for Enlargement and Eastern Neighborhood Jan Koopman.
During the meeting with the Chairman of IBAN Radek Visinger, the parties discussed issues of mutual professional interest, in particular, opportunities for cooperation and the procedure for its organization.
The Chairman of the IBAN expressed his support for the steps taken by the Accounting Chamber of Ukraine in the context of reforming the institution to strengthen its independent status and further efforts aimed at strengthening its institutional capacity and building professional capacity.
On May 16, Olha Pishchanska also met with Gert Jan Koopman, Director General of the European Commission's Directorate-General for Enlargement and Eastern Neighborhood. The parties discussed, among other things, the reformatory amendments to the legislation on the Accounting Chamber, as well as the role of supreme audit institutions in promoting the proper targeted use of international donor assistance.
In particular, during the meeting, Olha Pishchanska informed about the audits of the international assistance funds provided in the form of direct budget support, as well as the current and planned work on audits in the areas identified as priorities in the context of reforms implementation in accordance with the Ukraine Facility Plan. It was also emphasised that a dialogue with the Audit Council for the Ukraine Facility has been initiated.
In his turn, Gert Jan Koopman welcomed the work of the Ukrainian side in implementing the progressive reform of the SAI of Ukraine and stressed the important role of the professional activity of auditors in the context of control over the use of funds. According to him, it is extremely important to demonstrate that the external audit system in Ukraine is working effectively - especially against the background of the rapid pace of reforms.
As a reminder, on May 15, within the framework of the annual meeting between the International Board of Auditors for NATO (IBAN) and the Competent National Audit Bodies (CNABs) of NATO member states, the Chairwoman of the Accounting Chamber of Ukraine Olha Pishchanska made a report on the peculiarities of planning and implementation of audit activities by the Accounting Chamber of Ukraine and the specifics of the work of external state auditors in wartime.
*IBAN is an independent external audit body for NATO, with the primary mandate to provide assurance to the North Atlantic Council (NATO's principal political decision-making body) and NATO member governments that common funds have been properly used to cover expenditures.
